The nonprofit association provides payroll education, training, publications as well as professional certifications. They conduct more than three-hundred payroll education conferences and seminars across the country each year and publish a library of resource texts and newsletters. APA was established in 1982.

A "work for hire" clause entitles employers to take ownership of all ideas, inventions and discoveries made by an employee as a condition of employment.
